The Impacts Of Government Regulation On Mobile Telecommunication Industry

This paper first introduces the interrelated conceptions on government regulation and mobile telecommunication regulation, and briefly illustrates the development of the mobile telecommunication regulation in the USA, Britain and Japan. Then it compares mobile telecommunication industry between China and the USA in the aspects of regulation mode and regulation characters. The focus of the paper is the quantitative analysis on the mobile telecommunication regulation in China. In the end, the conclusions of paper are presented. The main conclusions are: (1) the room for the development of mobile telecommunication is limited, if it only depends on the pull of reducing charge. (2) In order to promote the development of mobile telecommunication industry in China, the government should continue to push the telecommunication reforms in three aspects: universal service regulation, mutually connection regulation and mobile operation permission regulation.
