Research On Environmental Regulation Efficiency Of "New First-tier" Cities

Environmental regulation means government take actions to reduce pollutant emissions,to protect environment and by legislation,judiciary and law enforcement,and also with the formulate and implement of a series of policies,laws and regulations.Environmental efficiency is a measure of the environmental costs of economic development,is one of the criteria to measure whether the economy has achieved sustainable development.Therefore,the government should strive to maximize output with the least amount of environmental resources.This study focuses on the environmental regulation efficiency of 15 cities newly graded in Chinese cities from 2012 to 2016.Firstly,establish an evaluation index system for the efficiency of inter-city environmental regulation.Secondly,the Principal Components Analysis(PCA)and DEA model were used respectively to analyze the efficiency the index system.Using principal component analysis method to extract the main components of the investment index and income index,calculating their respective factor scores,and finally using the weighted scores of both to calculate the comprehensive score of environmental regulation efficiency;while in the DEA model,the number of indicator data is more than the decision-making unit,we use PCA to extract the principal components and reduce the data dimension,and then bring the model to calculate the effective efficiency of each city.The results show that Although the calculation methods are different,the trend of regulation efficiency of the two methods has some similarities with the comparison results,which shows that the analysis results of the two methods have certain reliability.At the same time,through objective analysis of regulation efficiency,the effective evaluation of environmental management work has certain guiding significance for the future actual work.
