In 2015,the state put forward the reform policy of delegating power,regulation and service,making transforming government functions the overall task and goal for a period of time.Governments across the country accelerated the implementation of national policies,and gradually carried out horizontal and vertical reforms to improve regulation and service delivery.In the actual reform process,different regions reflect different reform effects,especially in the grass-roots governments in the implementation of policies.The grass-roots government is the impalement of the policy reform of regulation,regulation and service and the research on its policy implementation ability is the main basis to measure the implementation of the policy.This article is based on the reform of delegating power,management and service to study the relevant issues of county-level government execution.Firstly,the concept of delegating power,management and service reform and the connotation of county-level government execution are clarified.A detailed discussion is conducted on new public management theory,new public service theory and service-oriented government theory,providing a theoretical basis for the writing of the entire article.Secondly,with the background of the reform of delegating power,management,and service,this study examines the opportunities and challenges faced by county-level governments in terms of their execution capabilities.By summarizing the process and content of the reform,the overall requirements for county-level governments’ execution capabilities are proposed,and the implementation practices of county-level governments in implementing the reform are summarized.The difficulties and challenges faced by county-level governments in terms of execution capabilities are analyzed.Once again,research will be conducted on the problems and causes of the county-level government’s delegating management and service execution ability.The main problems include insufficient capacity of county-level governments to undertake tasks,poor coordination between government departments,relatively lagging regulatory mechanisms and methods,weak awareness of main responsibilities and services,and inadequate management and construction of talent teams.The reasons for this are lack of legal and regulatory guarantees,outdated infrastructure construction and insufficient internal motivation for reform.At the same time,through the practical actions of the county governments in Wen Shang County,Sui Ping County,Kai Yang County,Lian Cheng County and other counties to implement the reform of decentralization,management and service,we summarized the experience and enlightenment of the county governments in implementing the reform of decentralization,management and service.Finally,in the context of the decentralization,management,and service reform,the countermeasures to enhance the execution power of county-level governments are summarized.Firstly,it is necessary to promote the effective implementation and decentralization of the decentralization,management and service policy.Secondly,we need to improve the legal supervision system for the policy of delegating powers,regulating powers and providing services.The third is to promote the integration and sharing of government information systems and online services.The fourth is to enhance the number and professionalism of the executing entities of county-level governments.Only in this way can we continuously enhance the execution ability of county-level government’s delegating power to management and serving reform and provide more theoretical support and practical experience for other county-level governments.
