Nowadays, with the dramatic improvement and intense competition, the competition power of enterprise is more and more displayed by the quality and quantity of its talents. Especially IT enterprises, which enthusiastically pursue multiplying capital and technological advance, increasingly view the issue of management of key talents as the critical affair which leads to achievement of the goal and fulfillment of profit.The main purpose of this paper is, taking technical key talemts in IT enterprise for example, to probe into consequence of the evaluation and utilization of key talents' capacity in elevating personnel-position's appropriate index.First of all, focus on the key position in enterprise, the paper systematically analyzes the integrated difference of technical key talents' competence in IT enterprise as well as generalize and formulize the factors, including three aspects: personnel themselves, enterprise and society, in determining the form and utilization of capacity's difference.Secondly, on the basis of competence demanded and task contained in a position, the paper assesses the competence's composition of senior technical engineer in IT enterprise and compares the results of expert's evaluation to personnel's, which showing highly identical, therefore contributing to evaluation's validity. Then the paper synthetically diagnoses the evaluation results and distinguishes the factors determining the performance of capacity into three degrees: certainty, probability and suspect.Last, holding the ground of IT enterprise's development stage and competence's horizon of technical key talents and in perspective of contract's contents, the paper explores the utilization strategy of key talents with different competence's horizon which the enterprise adopts in different stage.The conclusion of the paper will contribute to heighten enterprise's management level of key talents be academically valuable to researcher of key talents management.
