The Research On The Value Compensation Question In The Resources Use And The Environmental Protection Process In Jilin Province

This paper research is mainly for providing the theory basis, the basic mentality and thefoundation data for all levels of governments in the resources use and the environmentalprotection question decision-making. This article has utilized the qualitative analysis and thequantitative analysis unifies the research technique that the real diagnosis analysis and thestandard analysis unified. The full text altogether divides four parts: The first part is about the analysis of the question related to natural resource valuecompensation. The article analyzes the reason, the way and the content which the valuecompensates to the natural resource (including environment resources), and limits how thenatural resource value which this article studies is constituted and decided. In addition, itanalyzes how to establish the new science the resources price system. The second part is a question how the Jilin Province natural resource value is realized. Torealize the natural resource value, the property right of the natural resource must be defined.Therefore, in this part, I first introduced the property right connotation, and analyzed the flawwhich the Jilin Province natural resource property right structure exists, then analyzed howreasonably establishes the property right, in order to cause the property right object to thecorrelation main body, and to promote natural resource property right pasting. Finally, takingthe question of the pollution rights transaction as the case, the author specifically analyzedhow caused the property right theory to be applied in the compensation in the resources useand the environmental protection value. The third part is the calculation question which the Jilin Province natural resource valueis to be compensated. In order to enable the natural resource value to be compensated, it isneeded to carry on the calculation to the natural resource value that must be compensated. Inthis part, the author first analyzed the Jilin Province natural resource present situation; Next,carried on the analysis of how to construct the Jilin Province area green national economycalculation system; Then, proposed how calculated the Jilin Province common naturalresource value which needed to be compensated; Afterwards, but also take the forestresources and the mineral resource as the example, analyzed how carried on the calculation tothem which the resources value needed to be compensated; Finally, explained how to carry onthe calculation to which the enterprise natural resource value needed to be compensated. The fourth part introduced the government behavior and the system arrangementquestion in the course of the resources value compensation. The author analyzed how thegovernment should take in the process of the resources value compensation, and how carriedon the creative arrangement in the natural resource control system aspect.
