Research On Human Resources Development In Construc Tion Of New Rural Area Of Jilin Province

It is said from the report of the Eighteenth Congress of the Communist Party of China:"To solve the issues of agriculture, rural areas and farmers are the top priority of the work for the whole Party. While, the integration of urban and rural development is the fundamental method to deal with the issues. We aim at accelerating the development of agriculture, improving overall agricultural production capacity, ensuring national food security and supplying major agricultural products. In order to generally improve the living condition, we persist in focusing the social development of undertakings on further constructing the new rural areas and the helping the areas in poverty to develop. Also, we make efforts to increase farmers’income and maintain the sustained and rapid income-growing rate. Development of human resources in rural areas is the primary task for agricultural modernization and realization of rural well off. What’s more, it is also the inevitable requirement of the new socialist countryside construction and the fundamental way to solve the issues of agriculture, rural areas and farmers." Jilin Province is a major agricultural province in China. Compared with the development of the coastal provinces, the rural economy in Jilin is relatively in a slow pace. The main reasons are the lack of human resource development in rural areas and the overall quality of the rural population is relatively low. The in-depth study on developing Jilin Province rural human resources and the adoption of measures for the rural labor force in Jilin Province contribute to the rural economic development and new rural construction.This dissertation is divided into four chapters. The first chapter defines related concepts and the theoretical foundation for the development of human resources in rural areas; Second chapter analyzes the present situation of human resources in rural areas of Jilin Province, the reasons for underdevelopment and the influence on sustainable development in rural economy; The third chapter analyzes the experience in domestic and international development of human resources in rural areas as a reference to the people in that of Jilin Province; The fourth chapter studies the basic idea of the development of human resources in Jilin rural areas under the new rural construction, provide an overall vision of the human resources development program and its development system and take measures to improve the overall quality of human resources in rural areas of Jilin Province.
