Recent years, the growing of the employment in depqartments not count agriculture slows down. Considering the ownership of the departments, the state-owned enterprise and the collectively-owned enterprise have become the departments which produce surplus labours. What'more, the whole effectiveness of the enterprise and the ability to absorb labours has declined. At the same time, the agriculture department produces suplurs labours continually, the staff-cutting in government departments is hard to avoid. All these factors put great pressure on the empoyment.The individually-operated enterprise has become the main method to sovle the employment and reemployment problems in society. Goverments and society have always taken these problems seriously and reached some useful experiences. But with the ecnomic system reform going deeply, the ecnomic structure adjusting continueally, the contradiction between the labour surpply and demand, the structure contradiction of the employment have stressed more and more.Based on the real situation of the old northeast-industrial-area, this article tries to illustrate that the state-owned enterprise' ability to absorb labours has declined and the individually-operated enterprise has become the main method to sovle the employment. At the same time, it tries to analize the difficulty for these enterpreises to absorb labours ,the needed out surroundings for them to enlarge the employment scale, the problems needed to be sovled.At last, considering the real employment this article raise certain government measures to make good use of the indivadully-operated enterprises'ability to absorb labours further: improve the developping surroundings to promote its employment scale, perfect the employment policies such as resident status policy and insurance policy to make them enjoy the legal rights and citizen treatments which are the needed source collocating conditions for their heathy developping, put up employment service system and make a good surrounding for them to absorb large numbers of labours, issue stimulant policy to promte them to absorb the suplurs labours.To enlarge and expand itself, the enterprise should take certain measures: comply with the national employment institutions strictly, make a good atmosphere for talents'developping, adjust the welfare to improve labour-capital relations, make standard assess institutions. Only by these measures, can the enterprise stimulate the labours' to apply for jobs activelly.
