By eighty years struggle and development, Chinese Communist Party already become a governing party for more than half century , from leading the people to despoil nationwide regime to holding the nationwide regime. Coupled with the change of party's status and mission, absorbing former party's experiences and lessons and continual transiting party's reign manner are becoming a important task in front of us. In order to adapting the development of situation, transiting party's reign manners is Chinese Communist Party's long-term fundamentals. Chinese Communist Party formally come up with for the first time that " according to law manage state affairs" and building the socialism legal state are basic summary to manage state affairs , which emblematize that our country have entered into a new period of grand government by law" and our party have been substantively transited the reign modal.This article is formed of four parts.
