Discussing On The Accurate Guarantee Of The Financial Affairs Of The Wartime Under The Environment Of The New Armed Forces Revolutions

At present our armed forces are in the courses that construct mechanized and half mechanized arm to the information one. The main war that our armed forces will be faced with in the future is the local wars under the information condition. The accurate operation of the war will become the important operation pattern. Accurate operation of the war depends on the accurately guaranteed of the rear service of the financial resources. The financial resources effects of accurate guarantee are more and more important in the future war.The focal point of this thesis is the analysis of current situation and the problems, then develop the methods to the accurate guarantee of the financial affairs during the wartime. The thesis has five chapters altogether. The first chapter is introduction, the second one is the characteristic and law of current time, the third one is the analysis of the current situation of the guarantee of financial affairs in wartime, the fourth chapter is discussing the methods to realize the accurate guarantee of the financial affairs during the wartime. The fifth one is conclusion and prospect. Following researching has chiefly been carried on in thesis.1. According to the characteristic that our armed forces will be faced with, puts forward the concept of the wartime accurate guarantees of financial affairs and generally concludes its characteristic and law.2.Analysis the four basic flow of the wartime accurate guarantees of financial affairs (wartime scientific forecasting, accurate mobilization, real time guarantee and major guarantee quota evaluation), and the current situation and major problems.3. The theory of cost minimal in the war is used to improve financial resources forecasting model of our armed forces and the synthesized fund cost is taken as the important quota of the financial resources mobilization evaluations. The total cost of the war guaranteed in the war is taken as quota of accurate guarantee level, thus judge whether the financial resources are guaranteed or not. At last, the thesis puts up with the methods how to realize the accurate guarantee of the financial affairs during the wartime due to the current situation and major problems of wartime guarantees of financial affairs.
