Research On The Mode Innovation Of Lone-term Care Based On Associated Combination Of Medical-Providing-Reha Bilitation-Nursing

A sharp contradiction between supply and demand has been brought to China’s endowment industry by aging. While the structural contradiction between supply and demand (or we can say the mismatch between supply and demand) has become more prominent with the aging deepening. In order to ease the structural contradiction, we have to reform the original institutional supporting mode by innovation. Combining with national condition on the basis of endowment service system learned from developed country, we can design new supporting mode meeting the times and the need of the aged.Based on the survey questionnaire from typical regions and the relevant statistical analysis techniques, we can get impact factors involved in social, economic, cultural and physiological, which can affect the health of old people. Then we can innovatively build an empirical model of impacting healthy level on the basis of the above factors. Through analyzing the model, we can get the implication from economic and political aspect.Then we can get the basic theoretical foundation for building the new institutional supporting mode of Long-term Care Based on Associated Combination of Medical-Providing-Rehabilitation-Nursing. On the basis of the theory, the article defined the connotation of the new institutional supporting mode and put forward the position of the three subject involving government, institution and individual in the new institutional supporting mode.Innovatively based on population projections technique、amended healthy life table, and according to the assumption to predict the number of old people will live in the new institution, we can get the number of old people who may be distinguished by healthy state in the new institution. At the same time, based on the standard payment of the Qingdao to the disabled old people and the empirical model above, we can design different standard payment on the basis of healthy status. Then predictive vale of total amount of government fiscal expenditure will be obtained, and the issue of human resources in the new supporting institution of Long-term Care Based on Associated Combination of Medical-Providing-Rehabilitation-Nursing has been discussed briefly.Finally, the article presents policy proposal and discusses related issues, including the problem of location selection of the new supporting institution, the problem of resources of funding to build the new supporting institution and payment standard by age. All these above are seeking to provide a reference for policy design.
