On The Long-term Mechanism Of Raising Peasants' Income

Raising peasants' income is a crucial problem related to the interest of a nation, for it decides whether the national economy can keep its persistent, high-speed and sound development or not and whether the magnificent goal to enter the society of comparatively good living standards in the first 20 years of this century can be realized or not. Since 1997, the increase of peasants' income in our country has been bogged down. Although it came to grow in the early 2004 influenced by the price rising of agricultural products and the good profits embodied in the policies of No.1 Document enacted by the central authorities in 2004, it is still a problem. We should not satisfy with the short-term increase resulted from carrying out some meeting-emergency measures. Instead we have to realize its long-term and deep rank restricted factors. It's rather difficult for peasants to keep their income rising. Especially after our country entered the WTO, the increase of peasant's income is under great pressure. Consequently, the problem how to promote its persistent and high-speed increase needs to be researched and solved in the process of reform and development in our country. At present, the major restricted factors are: natural resource, risk, system and institution, human resource, macroscopic economic situation and policy.
