In the era of the knowledge-based economy, human resource has been a strategic resource in a company. Thus building and developing workforce capability has also been a strategic issue, coming down to the survival and development of an organization. In this paper, a systemic human resource total solution-People Capability Maturity Model (P–CMM) is introduced; its theory and methods have been researched; its function and applications are analyzed; the difference between P–CMM, CMMI and ISO/IEC 15504 are compared. At last, some recommendations applying P–CMM to companies are presented, and an operational process of implementation of P–CMM is provided. Firstly, the preparing knowledge is introduced. Then this paper illuminates the basic concepts, the main principles, the structure, the content and the theme of the process areas. What's more, this paper induces the two aspects applying P–CMM: the P–CMM assessment methods and the P–CMM improvement model. Secondly, the relation, difference, merits and demerits between P–CMM,ISO/IEC 15504 and CMMI is compared in this paper. It aims for helping acquaint companies with the international standards of process improvement and choose the right standards to improve process capability and the competition capability. According to people capability status of Chinese software organization, it is necessary for Chinese software organization to implement the P–CMM. Some recommendations applying P–CMM to companies are presented, and an operational process of implementation is provided. At last the priority and the effect of applying P–CMM are researched in this paper. Lastly, this paper summarizes the work and discusses the future research and application direction of the P–CMM.
