To ban and severely restrict the use of certain pesticides is an important aspect of pesticide administration. This thesis systematically compares the different models of administration on banned and severely restricted pesticides in international organizations, certain developed countries and China, and raises suggestions to improve the pesticide administration in our country.The UN restricts the production, use and trade in member countries through international conventions. The Rotterdam Convention covers 30 pesticides which should implement the Prior Informed Consent (PIC) procedure in international trade. The Stockholm Convention lists 9 pesticides as persistent organic pollutants (POPs) and should be conditionally banded in member countries. CAC (Codex Alimentarius Commission) under FAO and WHO establishes the MRLs (Maximum Residue Limits) system to restrict the use of pesticides. The EU canceled the register of 450 pesticides through reassessment procedure. The USA lists 64 pesticides and adjusts the scope of certain pesticides during the reregistration process. The administration model of Japan is similar to CAC.At present, China lists 18 banned pesticides and severely restricts the use of certain pesticides. The central government of China also standardizes the MRLs for pesticides in primary products and implements Guidelines of Safe and Reasonable Use of Pesticides. The drawbacks of this administration model are, for example, the risk of certain pesticides hasn't been thoroughly evaluated and there is lack of sound technique means and standards. In the coming years, China should strengthen the building of evaluation system of pesticides and introduce risk assessment and reassessment of registered pesticides in order to improve pesticide administration.
