With the widespread use of pesticides,environmental pollution problems are becoming more and more serious.The source of environmental pollution problems in many places comes from the excessive use of pesticides.The pollution of pesticides on water,atmosphere,soil and organisms is direct.The modern global awareness of environmental protection begins with the harm of pesticides to the environment.Pesticides are an important agricultural production resource.It plays an important role in controlling pests and diseases and promoting agriculture,forestry and livestock production.However,a large number of unsafe use of pesticides will cause environmental pollution,damage the ecological balance,and directly endanger human and animal health.Today,with the frequent occurrence of pesticide pollution incidents,the 1997 Regulations on Pesticide Management is difficult to meet the needs of pesticide pollution prevention.In 2017,the newly revised“Pesticide Management Regulations”further regulated the laws and regulations on pesticide registration,production,operation,use,supervision and management and legal liability.However,the legal system for the safe use of pesticides does not have a very complete and systematic system^[1].This paper mainly studies the newly revised"Pesticide Management Regulations",further perfects the legal system for the safe use of pesticides in China,and takes advantage of the advantages and practical aspects of the pesticide safety management system in various countries of the world,so as to study and build a safer and more environmentally friendly.,a more ecological and civilized legal system for the safe use of pesticides.This is the main content of this paper.The paper consists of four parts:The first part is the introduction.It mainly elaborates the research background of the full text,the main purpose of the research,the significance of the research,and the research methods used in the research of this paper.The second part is an overview of the legal system for the safe use of pesticides.It mainly includes the basic definition of the safe use of pesticides and the present situation,hazards and causes of pesticide pollution in China.The third part is the current situation and existing problems of the legal system for the safe use of pesticides in China.It mainly introduces the legal problems that arise during the safe use of pesticides,as well as the current status of the legal system for the safe use of pesticides and the defects of the existing legal system.The fourth part is the improvement and thinking of the legal system for the safe use of pesticides in China.First of all,the basic concept of the legal system for the safe use of pesticides in China is perfect.This is the innovation of this paper.It mainly draws on the basic principles of safe production of pesticides,and proposes several basic principles that should be followed in the safe use of pesticides in China.Secondly,it is a concrete improvement proposal for the legal system for the safe use of pesticides in China.Starting from the research status of China's pesticide safety use legal system,we will consider how to improve China's pesticide safety use legal system and put forward specific suggestions for improvement.
