In economic growth and the development of regional economic, the development of industrial structure and urbanization are the central topic all the time. Historical experience indicates: industrial structure gradual progress and development of the urbanization are two parallel orbits. The gradual progress of the industrial structure in order not merely promotes the enhancement of city ability to develop, but is the important motive force of the modern urbanization, the upgrading of the industrial structure promotes in order the changes of the urbanization mode, city region space shape; On the other hand, upgrading of industrial structure need space support and demand working in a great deal of urbanization aspect, such as, urban space expansion, urban function system etc. It is a inherent relationship exist between the gradual progress of industrial structure and urbanization. Practice of reform and opening-up to outer fully have explained, the developed area in our country where the industrial structure is being adjusted and upgraded constantly, is the area where urbanization develop fast and urban system changes obviously too, the inter dynamic variation tendency of the urbanization and city upgrading of industrial structure has appeared .Therefore, the study about functional mechanism in development of industrial structure to urbanization , probing into the inter dynamic law between the development of industrial structure and urbanization, is a logic and historical starting point of studying harmonious development of urbanization and upgrading of industrial structure, and the foundation putting forward the corresponding countermeasure. Shanghai is the biggest city in our country, its degree to the development of industrial structure and the level of urbanization are in leading position of our country. Regarding it as research object and opening out the law of industrial structure gradual progress interact with urbanization undoubtedly have positive reference function to urbanization and upgrading of the industrial structure of other areas of our country.The paper was divided into four chapters. In the first chapter, the presentation of research background, meaning of the thesis, the relevant conception with industrial structure and urbanization, domestic and international research current situation and research mind and framework were introduced. The second chapter mainly summarized the historical law that the gradual progress of industrial structure interacted with urbanization, the token of urbanization under the gradual progress of industrial structure, and complemented the evidence of regarding gradual progress and urbanization course of American industrial structure. The third chapter probed into the historical orbit of the industrial structure gradual progress of Shanghai, especially analyzed the change of the three-industry structure, the inside the changes of industry and the tertiary structure since reform and opening-up; besides, evaluated and analyzed the benefit of industrial structure. The fourth chapter was the core of this paper, and it probed into the influence of industrial structure development to population urbanization, urban space structure, urban area of function in Shanghai after the reform and opening-up, and propose the corresponding countermeasure to the coordinated development between the upgrading of industrial structure and the urbanization.
