Research On The Safety Management Model Of Modern Construction Enterprise

After entering 21 century and attending to WTO, China has held highlight speed in increasing its economy. But, in the aspect of occupational health and safety, one of the important characteristics that reflect the advance of human-being civilization and social culture, China hasn't kept up the pace of economic construction to a great extent and still have far distance to developed countries. Many of enterprises still follow traditional and backuard modle of safe management. A lot of bosses of individual-run companies are to ignorant too take their money for safety and environment protection to guarantee health and safety of labourers. Some of runners ignore safe and against to laws. They don't take care of worker's healthy and safety but only interest in earning money, to result in occurring serious disasters frequently and the number of occupational disease still in a high level.These ambush evil in whole society even bring tragedies to future generations.The situation of our occupational health and safety (OHS) in construction industry, is not optimistic. To change this, it is necessary to enforce occupational health and safety management system (OHSMS). As one of systematical modern management technique, the OHSMS can achieve better forecast and prevention in safety managemen by using risk management as masterstroke. Practices of domestic and abroad have proved it is so far a supervising method in resolving problems of OHS management most effectively, scientificly and availably.From visual angle of safety culture in enterprise, this article discusses the compatibility between OHSMS and the traditional modle of safety management, the characteristic of boost and exaltation between OHSMS and safety culture in enterprises , and its action to establishing OHSMS in construction industry .As for the technical route of establishing , implementing and running OHSMS, this article providesappropriate ways of evaluating primary state of OHS, making hazard identification and risk assessment and linking evaluation results to OHSMS documention .And the article raises measures of controlling risk that are suitable for construction industry at the same time. Finally this article discusses the probability that the three management systems might be integrated and united. The circumstances for integration and unification are discussed, and draw-backs are analyzed. Suggestions for integration and unification are made, and the prospective is looked forward to.Some of the contents presented in this article are rather available. They can be used for reference to set up OHSMS and to make hazard identification and risk assessment for some other industry which have similar specialities.
