As the administrative managers of national government,the consciousness and behavior of national public servants may influence the improving of the whole status , the competitive competence and the reigning competence of my government. For this reason, we should imminently ameliorate the setting of the national public servants' frame, and make the government always holding the new energy. And therefore, in the promoting of official position, the issues of not only how to keep justice, equity and effectivity, choose the elitist to the office, but also improve the perception of promoting fairness of persons in the organization in order to keep the perception of organizational politics within limits which threaten the outcomes of organization, are a key concern to management study. The purposes of the study are to investigate the structure of Official's Perception of Position Promoting Justice,the relations between the Position Promoting Justice and the perception of Organizational Politics, as well as the difference in the dimensions of promoting among different officials. First, on the basis of reviews of organizational justice studies, we make a tentative research on promoting justice. Second, we collected the items for the measure by visiting, open questionnaire, categorized by justice literatures. Third, by using the exploratory factor analysis (i.e. EFA), we got a three-component construct of promoting justice. Fourth, we used confirmatory factor analysis (i.e. CFA) to confirmed the best model with one-component, two-component model. Fifth, we adopted correlation and regression analysis to research the relations between the promoting justice and the perception of organizational politics. Last, we used the One-Way ANOVA and Independent-Samples T Test to analyzed the difference in the dimensions of promoting among different officials. In addition, the results indicated the followed conclusions. (1) Official's Perception of Position Promoting Justice is a three-component construct. The three dimensions are:distributive justice, procedural justice, interactional justice. (2)The promoting justice questionnaire had high reliability and indicated. (3)The results of correlation and regression analysis indicated the perception of organizational politics had significant positive effect on promoting justice. In addition, supervisor, coworker and clique behavior do well to the predictive effects of promoting justice. (4)The results of AVOVA and T-test indicated that demographic variable can do some effects on official promoting justice. Officials with different traits well perceived different promoting justice.
