The Plan Of Electronic State Affair In Chengdu Economic & Technological Development Zone

Chengdu Economic & Technological Development Zone is the only one of national level in Sichuan Province, and it is the industry center in Chengdu, Sichuan province due to the plan of national bureau. With nearly 200 large- scale industry enterprises and companies settled their business in this zone, the gross industry product increased 70-80% per year. But the information and service provided by government are still stay in the time of telephone and fax that couldn't keep up with economy development. According to the half-year investigation, I have put forward my proposition of electronic state affair. The purpose is to improve the efficiency and the quality of service to the public, to shorten the service time, at the same time, it is beneficial to the decision that uses the source of information, which handle by government.In order to carry out the Electronic state affair of Chengdu Economic & Technological Development Zone, I need to make in-depth analysis: firstly, I analyse the procedure of the different part of government and the enterprise in zone to know what they want and what they need; Secondly, I investigate the plan and purpose of Electronic state affair in different level government, as well as tendency and situation of Electronic state affair in developed country; Thirdly, on basis of analysis, I raised the plan of Electronic state affair in Chengdu Economic & Technological Development Zone that can be divided into different parts such as basicconception, practice strategy, analysis information etc, which show the key point of Electronic state affair: concise page, the safety and security, the accessibility, the practicability.The Chengdu Economic & Technological Development Zone would achieve the purpose as follows through the foundation of system of Electronic state affair: firstly, it is to establish the information publishing system that users can get information respectively; secondly, besides the online service, we should strengthen the other service for accepting application, complain, suggestion and demanding.In the hardware aspect, we should establish the Internet stage with steady function of memorizing, managing, practicing, and provide the service in 24 hours.While I proposed the plan of Electronic state affair, I noticed that we should comprise five factors: unity Internet stage of Electronic state affair, information resources, the supporting information system of the administration, safety system of Electronic state affair, the environment include the law, system, human resources etc. above all we can see that the Electronic state affair is a complicated system. In my design, I put emphasis more on the internet stage, data recourse, practical and securing system than on the environment.We can draw a conclusion that the establishment of Electronic state affair is a changing procedure of development and a complicate system, it can promote the change of government function and the reorganizing of working procedure. There is long way we should go.
