Research On Legislative Collaborative Development Of The Chengdu-Chongqing Economic Zone

With the full development and deepening of domestic regional cooperation and development,some regions have realized the transformation from a local economy to a regionally coordinated economy.Problems such as local protectionism,legislative conflicts,and lack of coordination mechanisms have severely constrained the coordinated development of regional economies,which has created objective requirements for necessary coordination at the legislative level.The development of economic integration in the Chengdu-Chongqing Economic Zone requires a unified and perfect legal system to protect it.However,the current legal system in the Chengdu-Chongqing Economic Zone is relatively backward,and the regional legislative coordination mechanism has not yet been established,and it is difficult to adapt to the urgent requirements of regional economic integration development.In order to accelerate the coordinated development of the regional economy and society,it is necessary for the the Chengdu-Chongqing Economic Zone to promote the implementation of regional legislative synergies.Based on the analysis of the practical problems and the causes of the difficulties in the legislation of the the Chengdu-Chongqing Economic Zone,this paper analyzes the feasibility of the legislative cooperation in the the Chengdu-Chongqing Economic Zone,and strives to draw on the unification of the national legal system and the administrative divisions within the region.The advanced regional legislation at home and abroad has combined experience to construct a relatively complete regional legislative synergy theory,thus providing theoretical support and path selection for further promoting the practice of legislative synergy in the the Chengdu-Chongqing Economic Zone.In addition to the introduction and conclusion,the article is divided into three parts.The first part analyzes the practical problems,the causes and feasibility of the legislation of the the Chengdu-Chongqing Economic Zone.The legislation of the Chengdu-Chongqing Economic Zone is facing the practical problems of fragmentation of regional legislation,uncoordinated regional legislative rhythm,low level of regional legislative coordination,and lack of regional legislative coordination mechanisms.The causes of these problems include local protectionism and legislative departments in legislation.Interested in other aspects.The the Chengdu-Chongqing Economic Zone has a legal basis for the implementation of regional legislative synergies,and it is not only an objective requirement for the development of regional economic integration,but also an inherent requirement for the unification of regional rule of law.In addition,the similar geographical factors of Sichuan and Chongqing and the rich legal talent resources in the region also provide a feasible basis for the legislative cooperation of the the Chengdu-Chongqing Economic Zone.The second part is to sort out the theoretical basis of the legislative synergy of the economic zone and the development of the coordinated practice of regional legislation at home and abroad.Demonstrate the relationship between synergy theory and legislative synergy,explain the connotation of regional legislative synergy,and then explore the development status of regional legislative synergy practice at home and abroad.On this basis,it analyzes the significance and value of the regional legislative synergy practice at home and abroad,and summarizes its enlightenment to the legislative synergy of the Chengdu-Chongqing Economic Zone.The third part discusses the path selection and countermeasures of the legislative cooperation in the Chengdu-Chongqing Economic Zone.On the one hand,it proposes countermeasures to promote the coordinated development of the legislation of the Chengdu-Chongqing Economic Zone,including the guiding principles for establishing legislative coordination,and the construction of a legislative synergy guarantee mechanism under the guidance of principles;on the other hand,summarizing the domestic regional legislative synergy practice.On the basis of experience,determine the way in which the legislation of Chengdu-Chongqing Economic Zone is coordinated,and combine the development requirements of future legislative collaborative practice,propose measures to implement specific legislative synergies,and strive for central legislative support.
