A Research On Tender Evaluation Methods Of Material Tendering

Tender evaluation and selection is a crucial procedure for tendering, and the method applied to it will directly influence the result and efficiency of tendering. However at present, the tender evaluation criteria are cursory, and most tender evaluation methods are qualitative or simply quantitative which may result in unreasonable evaluation results. Consequently, this thesis mainly focuses on the theoretical and application research on synthetic tender evaluation methods.First of all, because a complete and reasonable criteria system is the critical precondition to tender evaluation, I present principles and process to establish tender evaluation criteria system; besides, I introduce and analyze several methods both for criteria selection and hierarchy formulation.Secondly, after a detailed comparative analysis of several existing tender evaluation methods, I propose a multicriteria synthetic method based on fuzzy analytic hierarchy process and principal components analysis (PCA), which not only improves traditional PCA, but also integrates the subjective judgments into objective data analysis to remedy the deficiencies of those evaluation method only relied on subjective or objective judgment.Finally, I carry out the application research on tender evaluation of material tendering. The first part is a positive study of tender evaluation and selection process of a specific material tendering project for procuring Digitizing Oscilloscope, through which I prove the feasible and validity of the said proposed method. And the second part is a tender selection prototype system design for material tendering which will be helpful to improve the efficiency of material tendering as well as the usability of the proposed method.
