In the base of analysis of the function mechanism and sustentation objects, this paper research the supporting methods of the funds in different steps of the firm development according to the character in each step of its life scale.The new-and high-tech development zone in Changchun city has the good resources of technology, being the technical innovation momentum of the Jilin province, the high-tech zone has become the centre of new technology and production, as well as high level human resources in Jilin. The National Innovation Fund has played an important role in the development of the high-zone. Through supporting a lot of programs of the firms in the zone, the Fund has promoting the industrialization of the new and high technology, and has improved the continuous innovation ability, independent innovation ability and the initial innovation abilityof the corporation in the zone.There has been great development of the new-and high-tech development zone in Changchun and the function of the Innovation Fund here. According to the system theory, this paper establish the perform evaluation system, aiming at promote the innovation activity of the Medium and Small-sized Technology Based Firms in the zone. There are two aspects in the perform evaluation: one is the direct technical and economic benefits to the firms which receive the funds; the other is the indirect social benefit of the fund, namely qualification benefits.The objects of the research are the 61 programs that have performed in the new-and high-tech development zone in Changchun since the establishment of the Innovation Fund in our c country. We use AHP because of its advantage of numerating no series variables. Firstly, this paper calculate the weigh of the indexes according to the procedure of AHP, then use the data collected from the programs of the fund, by translating and calculating the data, the benefits of the fund have been evaluated, two aspects of the benefit have been analyzed: one is the comparing of the programs, means the difference between the programs funded in the base of the new- and high-tech development zone; the other is the comparing of benefits, means the difference between the direct influence and indirect influence on the new- and high-tech development zone.According to the result of comparing, there are differences in the reality and the estimate of the professors.
