Human resources are the most important resources of the enterprises. The promotion of human resources management to development of the entire social economy gradually comes into perception of many people. Human resources management mode under internationalized competition consists of systematic mechanisms like post analysis, assessment, selection & staffing, training development, wage incentive, etc. Although human resources management in state-owned enterprises is transiting from traditional personnel management to human resources management, yet there are still some problems existing in such aspects as personnel selection, assessment, incentive, development, etc., due to influence of factors like historical tradition, property of enterprises, management basis, etc. Basically, human resources management is operated based on past experience which is far from scientificalness and is devoid of guidance of demonstrative theory. Under such circumstance, the state-owned enterprises are compelled to pay more attention and moreover, invest more resources to human resources management.Human resources management features strong practicalness, its development needs well-established theoretical foundation to guide its research and practice. Modern human resources management theory uses research results of other fields like economy, psychology, sociology, anthropology, etc., for reference.Psychologies in both western and eastern countries play a significant role guiding theory and practice of human resources management. Western psychology influences substantially psychometrics, motivation & incentive theory research, mental interference and leadership technology development, etc. Some ideas of Chinese psychology, although have not formed a complete system, and the theoretical framework thereof is far from perfection, whereas these ideas always are derived from life, from practices, as a result, they play an unusual role in resolving some mental problems occurring in daily life, they can also be used for reference in practical human resources management.Recruitment, superior staff selection and etc. are important work of human resources management in enterprises, fulfillment of this work requires all-round understanding of the candidates. Roughly speaking, the enterprises are supposed to do the followings in personnel selection and manning: set up competence model, provide benchmark reference for personnel development- assessment system; by means of post analysis to establish organization chart, flow and post description, through which to define post duties and requirement of post competence; conduct competence assessment, through which to know exactly about difference among staff, compare and analyze against requirement of post competence, use differential psychology as guidance to select among several candidates, through which to deploy the suitable candidate on the suitable post, thus make the best use of everybody.In the above said work, competence model is the basis of many practice of human resources management such as personnel selection & assessment, vocational planning, training development, etc., it is also the core activity of human resources development. In this thesis, stress is put on elaboration of how to build and use competence model as well as development and application of core technology based on assessment of the competence model.A complete performance management system consists of the following process: formulation of performance plan, performance instruction, performance appraisal & feedback, application of result of performance appraisal, etc.On the basis of dialogue with employees, the enterprise helps them to set up performance plan, set performance target, then through persistent dialogue, it instructs and offers guidance to the employees in their performance capability, helps them to achieve the performance target unremittingly.
