| Ecopolis is a new and future-oriented concept for urban developing model derived from the study of future cities in international society from an ecological point of view .It is the result of human ecological value and also the inexorable trend of future urban development. In the new century, ecocity-constructing has become an important act to quicken the construction of a modern and international city, to strengthen the comprehensive competitive power of a city, and to raise people's living standards. Since 1990's, with the fast pace of our urbanization, ecocity has become a focus of all the people. The sustainable development of a city has a decisive meaning to the total modernization and the great rejuvenation of our nation. Ecocity–constructing is the key base of realizing sustainable development. It's a great historical mission that the new century has entrusted us to carry forward the ecocity-constructing in the course of city construction .It is also the inevitable requirement to carry out what the 16th CCPC has called on to promote the harmony of human and nature, to push forward the whole society onto the way to developing production, rich life and good ecology. In view of the above-mentioned facts, I write this paper to make a tentative study concerning ecological construction. It first theoretically analyses the concept ,features and constructing requirements of an ecological city, then gives a detailed exposition in relation to the theoretical basis and principles ,contents and tactics ,evaluations and regulations, and finally applies the theory to the practical construction of Tangshan City. The whole paper is about forty thousand words, and it includes six parts except the concluding remarks.Part1: It is the preface. First the paper introduces the historical background about why to construct an ecopolis and the recent development of it ,the reasons why to write this thesis are also giver, then the concept and features are given, at last the constructing demands are given out.Part2:In this part, the author poses three theoretical bases and three fundamental principles.Part3:This part is about the contents and strategies of ecopolis' construction. At first the author advances the five fundamental contents, that is the layout of urban land use, the construction of the urban greenland system, the construction of urban facilities and the engineer of controlling environmental pollution ,and explained in detail, then puts forward that the focal point of fundamental contents is environmental construction, and stresses the three links .In the end ,the author poses the strategies of three steps and puts forward the two problems to be attended in the course of construction.Part 4:This part is about the assessment and regulation of ecopolis. Among assessmental part, the author advances the contents and methods of comprehensive assessment, and gives an index system of comprehensive assessment ;in the regulation part the author discusses the mechanism, the goal, and the approach of regulation of ecopolis.Part 5:This part is about the current state analysis and assessment of tangshan city's eco-system. At first the author analyzed the three subsystems-the natuarl system, the economical system, the social system-separatively from the qualitative angle.among them, the natuarl ecosystem is stressed and the author points out the primary eco-environmental problems, then the author assesses the tangshan city's ecosystem comprehensively from quantitative angle and poses the direction of tangshan city's ecological construction through the contrast with advanced cities.Part 6:In this part the author advances the plan of constructing ecopolis in tangshan city. It includes the constructing goal and the time arrangement, the constructing fundamental train of thoughts and skeleton, the path and the strategies to deal with the situation, and primarily ecological engineer.
