| The construction of eco-city in our country is still in the initial stage, when many serious problems arise from urbanization. Extracting experience from other countries, we know that to solve the problems and to guarantee a success in constructing eco-cities, we need to build up a sound legal system and employ legal means. To do so, the constitutional status shall be entitled to sustainable development and environmental right, steering a correct direction for the legislation of the eco-city. Second, ecological safety shall be taken into consideration when efforts are made to improve such statutes as Environmental Protection Law, Urban and Rural Planning Law, Circular Economy Law. Third, eco-city safety act and biosafety act shall be established as specialized laws instead of being attached articles to other laws. And finally, wider scope of legislation shall be open to the public, ecological culture shall be further developed and people’s law awareness of eco-city shall be enhanced. |
