However, the personnel management of many domestic enterprises still stays on the traditional mode of management, especially on aspect of the management of knowledgeable employees. Furthermore, lack of incentive measures, employees' frequent job-hopping, management cost increasing exist in technology-intensive enterprises, because its core competition severely rely on the intellectual value of the employees. Therefore, it is extremely urgent to strengthen the human resource development and management, esp. the construction of incentive system to gain the competition.The outstanding multinational company survive in the severely competitive surroundings, they must learn how to use the principle of human resource developing management to train the self-devotion of employees, to improve their satisfaction, working ethic and commitment etc. especially are quite experienced on respect of the . incentive system to the knowledgeable employees. However, there is a big difference for the situation of country between China and western countries, we can not directly copy the way of the western countries, so the joint venture company should be pivot of domestic enterprises and multinational company in aspect of human resources management, but it is just neglected during the process of jointVenturing, Therefore, the joint venture must shoulder this responsibility to study and "localize" the human resourcemanagement of the multinational company in order to make it benefit to more and more domestic company.FAW-VW has been acquiring splendid accomplishment during the developing of 10 years, accumulatly manufacturing more than 1 mio. sets of Jetta, Audi and Bora cars, which make the market coverage of FAW-VW a second position in China. As for this achievement, the emphasis of human resource management, esp. the construction of the incentive system, systematically studying and digesting of the experience of VW AG and then attraction of many of personal talents in regards of car industry are one of the main reason.With purpose of the deeply analyze the significance of the incentive system to knowledgeable employees of FAW-VW, this thesis researches the behavior and psychology, characteristics, their requirements of the knowledgeable employees and economical theory of employee incentives, and then educes that the working ethic of the knowledgeable employees must be improved, namely, the expectation for their salary and rewards, outstanding achievement, opportunity and organization culture must be satisfied. Therefore constructs the IBP model for talents creating the operation value, based on this IBP model, this thesis make the illustration and analysis concerning the incentive system to knowledgeable employees in FAW-VW, especially a deep analysis how to improve the working ethic of knowledgeable employees by the way of building advanced incentive system and make the value-added intellectual by the way of perfect internationalized talents developing system.
