The running manner of VE is imperative as a result of the knowledgeable ,network ,globalization tendency of the new knowledgeable economic era, in which the market economy became more and more cooperative and decentralized , the method of management became more and more networkable and advanced. The management of VE is also a complex,splendid system,on condition of market opportunities ,concentrated on the professional procedure. Therefore, it should not only adapt to change of the market and opportunity of latest products, but also it composed of partners all over the country even the world . Furthermore , this kind of organization can be reconstructed ,reapply and enlarged. Generally speaking ,VE is defined to be a team cluster with different manufactures' groups for the mutual objectives, it changes when the target changes and disappears when the mission terminates. Usually, we can apply the target management to each procedure; with the same destination while achieve self-control as well. Simultaneously, as the border between the traditional enterprises has became more and more vague, the old administrational construction was threatened . Therefore , a new administrational construction appears.
