The Study On The Governmental Behaviors In China's Social Insurance

In the field of social insurance, which role should government play on earth? I attempt to analyse the function of government in social insurance in terms of administration in order to find the regulation of the government behavior and the policy in out country's social insurance. This undoubtedly has the theoretical and realistic double meanings to the reformation and the development of the social insurance under the leading of our government today.The paper has three parts :The first part : The theory related to social insurance and government's behavior is introduced. At first ,the motive power of government's getting involved in social insurance is expounded. Secondly, government's behavior in social insurance is expounded. The research has a guide significance for helping government get involved in social insurance validly and correctly.The second part : The behavior of government in the social insurance of our country of the present stage is analysed. It includes the positive effect that the government's behavior in social insurance produces and the limitation of government's behavior and the main questions existing in government's behavior in social insurance of the present stage in our country.The third part : Ideals of standardizing and optimizing our country's social insurance and government's goal orientation , basic principle and policy are put forward systematically.The innovation of this paper lies in theoretical and systematic thinking that how government correctly and effectively plays its role in the field of social insurance with a view to the realistic problems involved in the realistic basic unit. It has good guidance.
