The central government valued economic and social development in rural areas increasingly and the preferential agricultural policy in recent years. Rural areas are facing new development opportunities. But the weakness or even lack of rural social old-age security become a bottleneck which restricting the development of rural areas. The central government demands local governmental implementation of the new rural social old-age insurance pilot project is to effectively settle this question. These will promote rural economic and social development and have a significant and far-reaching impact on urban-rural integration and social justice. Because of the special properties of rural social old-age insurance system and there are no mature models which can learn from, the local government are facing no small challenge in the trial. Therefore, the attention and study on local government behavior in the implementation of new rural social old-age insurance has a very important actual and practical significance.The paper firstly describes the background of paper topics, application of the research and relevant literature, and points out the method of study. Then conduct a comprehensive discussion on the new rural social old-age insurance and local government behavior. The third part points out that the local government behavior exist defective design, financial support risk, chaotic management,inefficient supervision, pension security and devaluation risk and bias of some officials'subjective awareness and other issues in the implementation of new rural social old-age insurance. The forth part analyzes the reasons which cause problems of the local government behavior from the performance evaluation mechanism of local officials, financial mechanisms, management and supervision mechanisms, defects of pension management system and administrative philosophy of government departments and personnel, etc. On this basis, the fifth part propose to choose the path of local government behavior from the relevant system design, financial subsidies, improving management and supervision, strengthening the local government pension management and public service awareness training in the new rural social old-age insurance implementation.
