Chinese Urban Social Medical Insurance Administrative Legislation Problems Research

Nowadays, urban social medical insurance system has become a hot social issue. The division and discussion onthe responsibility of the government in social medical treatment insurance also does not attract too much attention from the administrative law scholars, so in the administrative law category, the discussion and the research on social medical insurance is also very little.This article mainly explores the "Social Insurance Law" and "Medical Insurance" based on administrative legislation, and then in accordance with the development and track of urban social medical insurance,the thesis analyzes the defects of social medical insurance system in our country, and combined with the characteristics of the foreign medical insurance system, find a suitable social medical insurance system for our country. In urban social medical insurance system, in accordance with the relationship between the government and different legal subjects, the thesis analyzes the problems existing in the social medical insurance system reform in our country, and proposes to the reform and perfection of the functions and responsibilities of the government so as to further perfect our country’s medical security system.
