Regional Innovation And The Development Of Under-Developed Region--Take Qinghai Province As Example

Innovation defines the very nature of the knowledge-based economy, provides the fundamental impetus for the economic growth and serves as the indispensable approach to carrying out the leap-forward pattern of economic development in the under-developed regions. Guided by the principles of the systematic sciences and by the theories of the relevant economics, the present dissertation, with an immediate reference to Qinghai Province as an example, starts from the relationship between innovation and regional economic development in the under-developed areas in an attempt to have an overall discussion of the problem of innovation in the under-developed regions. The discussion is performed from the following five aspects, viz, the establishment of the regional innovation system, the selection of the regional innovation pattern, the institutional arrangement of the regional innovation and the construction of regional innovation capacity.To begin with, based on the detailed discussion of the concept, structure and function of the regional innovation system and on the actual situation in the under-developed regions, this dissertation proposes that the construction of the regional innovation system in the under-developed regions should be preceded by an analysis of the constituents and structure of the regional innovation system and then be conducted by an active cultivation of the regional innovative subject, a continuous enhancement of the resource basis for the regional innovation, an overall optimization of the regional innovative milieu and the establishment of a complete process system for the regional innovation.Next, this dissertation argues that in the strategies for the regional innovativedevelopment, the establishment of a complete regional innovation system serves as the starting point and basis, and the selection of a proper innovative pattern as an approach and a direction. In terms of its operation pattern, the innovation in the Qinghai Province regions should focus on imitative innovation with accompanying consideration of self-style innovation and cooperative innovation; in terms of its dynamic pattern, it should turn from its present technology-dominant drive to the combining force of technology and market; in terms of its key strategic pattern, it should mainly impel technological innovation in the fields of characteristic economy.Still next, the regional technological innovation must be accompanied by the corresponding institutional innovations, for the vigor of technological innovation can be fully released only when technology and institution are harmoniously united. For the Qinghai Province, the following eight fields are of priority in institutional innovation: entrepreneur system, property and right system, reforms in scientific and technological system, transformation in governmental administrative management, perfection of human resources system, investment and finance system, intellectual property protection system, transformation of conception and ideas. Only when these systems are implemented can the artificially imposed obstacles be eradicated in technological innovations.
