A Study On Regional Learning Mechanism Based On Learning Region

In the time of the economic globalization and knowledge economy, it is a main economic activity of the whole society to study and innovate, so, it is the only way that the area obtains competitiveness to study with innovation ability continuously in the area. Domestic and international relevant scholars propose the theory in the learning region, and claim the learning region is a new mode of regional economic development of the future. The learning region is developed from regional innovation system, and it is the further promotion of regional innovation and learning. The research focal point of this thesis is to study on the learning mechanism which taking enterprise as the core in learning region, and how to set up this kind of learning mechanism. To research the regional learning mechanism deeply, this thesis started with analyzing to regional innovation system and regional innovation network of area, provided author's concept of the learning region, and has analyzed the characteristic, essence and system structure of the learning region, and pointed out the essence of the learning region is an innovation network based on the learning; Then studied especially that the learning mechanism in the learning region, has pointed out the learning mechanism of the learning region is the knowledge's flowing among enterprises or the organization in the area, and studied the function of the learning region's learning mechanism, the motivation, the factor of obstacle of leaning mechanism, also studied the way and procedure of regional learning which taking enterprise as the core in the learning region. Finally, according to the important of the flow and the transformation of the tacit knowledge in the learning region's learning mechanism, the author pointed out the mode to establish the learning region's learning mechanism which is based on the tacit knowledge's flows and the transformation.
