| Uncommercial government project, is of characteristics including huge investment, high risk and great influence on the economic development of our society or the promotion of people's standard of living. Yet it can't bring about immediate financial profit, and the formed-asset will be used without pay, so it has special management mode unlike commercial government project. At the same time, it is scarce of risk & investment control mechanism. So there exits many serious questions about uncommercial government project, such as losing control of investment , time limit or its quality.The paper first analyzes the management organization of the owner as for uncommercial government project, then make a suggestion about the management mode of uncommercial government project concerning the reality in china; after we set the management mode, the paper makes an analysis of conduct of main project participants through P-A theory, sets an incentive model to the agents, and makes an analysis about it; at last we try to bring forward some innovations about uncommercial government project management mode. As far as the renovation of government project organization management mode is concerned, the most important purpose is to realize professional management and the control of investment. For the efficiency of renovation has something great to do with project participants, we put emphasis on the research of project owner, organization implementation and conduct of main project participants.The main jobs and conclusions of this paper are as follows.1) Make a general analysis of government project management mode, which is implemented in domestic or abroad. Then point out the deficiency of domestic management mode and set the management mode through establishing the owner. We prove it available.2) As government project owner, there exist shortcomings including separate management and inexplicit project owner, so we try to bring forward some innovations about government project owner. So that we can control investment and improve investment efficiency from the headstream.3) In order to realize professional management and control of investment, we put forward renovation suggestions as for organization implementation mode. Namely professional project management company assumes the project management instead ofproject owner. In the final, we try to establish an estimate system of management performance, in order to form the risk control and incentive restriction.4) Make an analysis of conduct of main project participants through P-A theory, we show that main project participants can work in harmony when there exists a suitable incentive mechanism. As whether it's successful or not will be affected by the contractors and project company greatly, so it's necessary to inspire their go-aheadism and positivity.5) In the final, we first make an analysis of chongqing city construction & development company, then bring forward some policy advices as to innovation of organizational management mode of uncommercial government project. |
