Research On The Management Model Of Contracted Construction Of Government Investment Projects

With the continuous progress of the reform of the Socialist market economy system in China,the investment system and management mode in the field of engineering construction have been continuously developed and improved.Government investment projects account for a considerable proportion of the total investment in social projects and play a huge role in promoting high-quality economic development,and the agent construction system of the project solves the disadvantages of "investment,construction,management and utilization" of the government investment project.The agent construction system has been in operation for many years,and there is no unified operation mode in various places,each with its own characteristics.This paper analyzes and compares three models of construction on behalf of domestic market-oriented enterprises,government-authorized state-owned enterprises,and government-authorized statutory agencies,which concludes that these three common models differ in terms of cost saving,management mechanism,supervision and constraint,accountability and marketization.It is pointed out that the current model of contract construction is influenced by government departments,the level of construction units varies,the supporting supervision and incomplete incentive measures,low management fee of contract construction,high performance bond,and the contract liability is difficult to identify.We also take the comprehensive building project of The Affiliated Hospital of Jinggangshan University as the object of empirical research,which propose that from the project governance level,we can improve the competitiveness of enterprises by clarifying management subjects,improving supporting mechanisms,focusing on market cultivation,implementing performance evaluation,also from that,we can improve the competitiveness of enterprises by standardizing decision-making procedures,simplifying the approval process,improving the bidding system,and improving the marketability.The direction of reform and improvement of generation establishment is explored at two levels by standardizing decision-making procedures,simplifying approval process,perfecting bidding system,strengthening elements guarantee,strengthening investment management,strict construction control,establishing evaluation system and initiating accountability system in the governmental governance level.It is suggested to try out the transitional model of centralized government construction and market-based enterprise construction in areas with immature environment,so as to prevent the project risks of capital and supporting facilities in fourth-tier cities and below.Under the different economic development conditions in different parts of China,the specific model to be adopted needs to be explored more deeply in the light of the actual situation,hoping to provide useful reference and reference for the regions in choosing the project management model.
