Analysis On The Factors Of Non-State-Owned S&T Enterprises Growth Impediments

A new technology innovation theory that regards technology as a method or tool of development has gained a widen broadcasting and acceptance in the global context: it has also put great effect on the practice. According to this new technology innovation theory, technology put the economic development forward mainly through the technology innovation. Only combine technology with produce and market through technology innovation, can realize the economic development, further strengthen comprehensive national capacity, and enhance international trade status and international industry competence. Since its birth at the early of 1980's, Chinese non-state-owned S&T enterprises experienced (NSSETEs) decade's history of hardship from establishment, rapid growth, readjustment," the second enterprising" to an overall development, NSSETEs have a prominent standing sand leading role in hi-tech innovation and it's industrialization. At the sixteenth Central Committee of the Communist Party of China, some requirements were brought forward as well as the valuable historic opportunity for the development of NSSETEs. However, we also should make a full realization of the impediments of the development of NSSETEs and take the opportunity with carefulness and calmness.This paper focuses on the purpose of making a better off environment for NSSETEs and fulfills the "continue to accelerating industrialization through information and promoting information through industrialization way of high technology context, better economic returns, less environment pollution and a full use of human resources. Firstly this paper gives a clear definition of NSSETEs and point out its important role in the national economic development. Secondly investigate and analyses the growth patterns and problems of NSSETEs by consulting with the development of mode of the high-tech enterprises in Silicon Valley and found out the major factors which restricting the development of NSSETEs. Thirdly this paper gives some possible advices and methods to resolve the problems of the development of NSSETEs in China.Of course, there is no easy way to settle down the difficulties and impediments all at once. It's requires not only NSSETEs deepen self-innovation, self-perfecting, self-development continuously with the forward development of Chinese marketing innovation, but also the government's system supporting and policy encouragement in order to provided a loose and perfect external environment for the NSSETEs' development and growth in China.
