Research On Our Country's Government Investment Program Management System Reform

Government investment is one of important means used by market economy countries to interfere with economy or directly carry through economic activities. Government direct investment can provide the public materials that can not be effectively allocated by the market, and consequently create good investment environment, decrease the cost of private investment, boost the rapid growth of social investment. This is particularly true for developing countries such as China, it is necessary to do a lot of investment in infrastructure and social welfare in order to have an economy boom, surpass developed countries and meet the people's increasingly material and spiritual needs. However, the capitals in developing countries are so limited and separated that the private capitalists are not able to do such investment activities, especially in the initial stages of industrialization. Not surprisingly, the governments of developing countries have to carry out a lot of huge direct investment activities and mainly focus on the most important ones.Since the government has carried out the open policy reform, the government financial revenue has been increased year after year, the government investment has been increasingly enlarged, and the government has more and more investment programs. But how to manage these programs is becoming a critical issue, which should be solved by researching and improving our country's government investment program management system. This master thesis deeply analyzes the history and status quo of our country's government investment program management system. Furthermore, it fully and systematically introduces the relevant theories and foreign advanced management concepts into the procedure of solving the problems existing in the government investment program management system and come up with the ideas of establishing newgovernment investment management system. In addition, it tries to have breakthroughs in terms of building management institutions.The entire thesis is divided into 5 parts. The preface of first part introduces the research background, the researched problems and structure arrangement of this thesis's main part. The second part till the fourth part is the main part of this thesis, from the point view of government investment program and management system, it brings forward the principal part of management, scope of management and management system of government investment program management system based on the deep analysis of the history and status quo of government investment program management system and comprehensive introduction of western developed countries government investment program management system. Finally this part interprets the concrete operation assumption of two kinds of government investment program management modes. The fifth part is the references of this thesis. The brief introduction of three chapters of this thesis's main part is as follows:Chapter 2The analysis of the status quo and problems of our government investment management is the start point of this thesis. This chapter first introduces the concepts, classification and characteristics of our government investment program management system and government investment program, mainly focuses on the analysis of existing problems of our current government investment program management system, expounds the confusion of management modes due to the lack or wrong placement of management principal part, points out that the government investment, construction, finance, audit departments are the outside control and supervision system of government investment program management system, therefore they are unsuitable to be the owner of government investment programs.
