Export credit, as a kind of international credit, is used by a country' s export financing institutions directly to provide lower-rate loans or to encourage the domestic commercial banks to offer medium or long term loans with the guarantee, insurance or interest allowance made by the government to the local exporter or the foreign importer and his banks when they encounter running capital problems or payment requirements in the bilateral trades. Its target is to reinforcing a country' s international competing ability by the way of supporting and enlarging the domestic export of the heave machinery equipment.The export credit is a method in the WTO framework, which is taken by a government to support the export activities. Till now, not less than 70 countries and areas have established their exporting financing institutions. With the development of the international trade and economy, the export credit, which is in the intercross field between international trade and international financing, has been a forceful method to enlarge the export. It has become an important precondition which will affect the signing of agreements, especially in the capital goods exporting.After the Second World War, the speed of the development of the international trade has surpassed that of the world production. At the same time, great changes have happened in the credit system and operating method. In the industrialized countries, export credit is a part of national monopoly capitalism and a means of grasping sale market. To the developing countries, it has been a motor of the national economy.Beginning with the financing reformation in 1994, the Export-import Bank of China has taken the task of financing the export of machinery and electronic products and whole-set facilities. As a result of it, great achievements have been taken in our country' s export businesses. But there are still some difficulties we should not overlook, such as the unreasonable interest rate and business structure, the small scale and the imperfect risk management institution.Combining with the present situation facing the export credit, this thesis starts with the study of all kinds of export credit, and then makes a comparison to other export and import measures at home and abroad. At last it offers some suggestions such as perfecting the interest subsidy system, strengthening the risk management, establishing and completing the relevant legal rules, and so on.
