A Study On Strategy Implementation Based On Project Management

The purpose of this paper is to integrate the complex strategy implementation and easy project management together. By this way, we wish we could diminish the mystery of strategy implementation in most people's mind, and could use more controllable project management tools to implement strategy. After reviewed the previous studies of strategy implementation and project management, we find that although studies about strategy implementation or project management alone are abundant, but studies integrate strategy implementation and project management together are few, so this paper has some new sense.The characteristics of strategy and project are similar, so we can use the way of project management in strategy implementation. A model of project management based strategy implementation is put forward. This model can be organized into five groups of one or more processes each: initiating, planning, executing, controlling and closing. The five process groups contain 39 processes: initiation, strategy plan development, scope planning, scope definition, activity definition, activity sequencing, activity duration estimating, schedule development, resource planning, cost estimating, cost budgeting, quality planning, organizational planning, staff acquisition, communications planning, risk management planning, risk identification, qualitative risk analysis, quantitative risk analysis, risk response planning, procurement planning, solicitation planning, strategy plan execution, quality assurance, team development, information distribution, solicitation, source selection, contract administration, integrated change control, scope verification, scope change control, schedule control, cost control, quality control, performance reporting, risk monitoring and control, administrate closure and strategy closeout. These processes can also be organized into nine knowledge areas: integration management, scope management, time management, cost management, quality management, human resource management, communications management, risk management and procurement management.Thinking from another angle, the relationship between strategy and project can be illustrated by a hierarchical model of aims-strategy-programs-projects. In due course a number of strategy project-sets become programs. Several useful tools of project or program management are discussed. These tools are: root cause analysis, implementation forces analysis, stakeholder analysis, attractiveness/implementation difficulty analysis, uncertainty/importance analysis, etc.Managing the behavioral issues facing strategic projects is very crucial to strategy implementation. Several techniques for this purpose are discussed, including cause of behavior analysis, personal and strategic agenda analysis, behavioral scenarios and difficulty, energy and frustration over time curves.As the case of project based strategy implementation, the strategy implementation processes of Honghe cigarette factory are introduced.Finally, some advices for future study are listed.
