Performance Measurement (abbr. as PM) is value judgment on the procedure and result of the management by use of specialized index and standard for sake of the realization of managerial objective. With the boom of strategic management, PM has stepped into a new era.In this thesis, author made a summary and comparison among the modern PM theories; deepened the understanding of the strategic PM by discussing the challenges brought forward by strategic management; explained the especial significance of PM during the implementing strategy by analyzing the control systems and the information systems in strategic management.One of the cruxes of the Strategic PM lies in the application of PM in implementing strategy. After investigating on the theory of the Balanced Scorecard (abbr. as BSC), the author made a conclusion that the BSC only offered a framework for the PM in implementing strategy, could not fulfill the whole task for implementing strategy. Furthermore, the author established a new framework by putting forward three pieces of advice to improve the strategic management framework based on the BSC. Under the new framework, integrated with the Profit Plan, the Dupont Formula and other tools, the author interpreted the process of disassembling and implementing the strategy. At the last part of the thesis, the author testified the maneuverability of the new framework by a case.
