With the development of economy and the goal of building well-off society, the importance of small town has been more and more obvious because it can contribute much to industrialization of farming, strategy of urbanization and continually increase of economy. Therefore, a great deal of research well up and bring forward many ways and thought of small town development. The thesis considers many problems of small town have related with rational development and indissoluble usage of resource. Then it advances the general idea on how to construct the small town, build the system of resource usage and the way of resource evaluation. Firstly, based on the theory of region economics, theory of resource usage and resource value theory the thesis analyses the relationship between resource development and economy increase, and clears about the guideline of those theories in construction of small town.Secondly, defines the small town resource and classifies it. Builds the system of small town resource usage, clarifies the content and basic component elements of subsystem. Furthermore, illustrates the correlative mechanism of the system by system theory.With the problems of small town developmental mode nowadays, the thesis brings forward the general idea of small town construction that base on the resource usage and market direction, conceives the mathematic model of sustainable use and effect maximization of small town resource. Because the effectiveness of resource usage model must base on the price of resource, the thesis summarizes the way on resource evaluation and educes the formulae of small town resource evaluation. At last, the managing countermeasure is put forward for small town resource use and benefit estimation, resource management system, law and national account.
