The Study On Industry Development Strategy And Supporting System In Huangshi High Technology Industry Development Zone

Huangshi High Technology Industry Development Zone is one of the most important High technology zones in Hubei province. After 12-year development, the industry structure which consists of four major industries,new material, the integrity of mechanism and electric, electronic information as well as biology and medication takes shape. However, in the process of development, there are many problems, for example, the insufficiency of capital, the serious loss of talents, the weak competitiveness of industry, the vague development direction of the industry, etc., among which is the prominent problem of lack of definite strategy for the development of industry. Therefore, it is incredibly necessary and important to constitute the industry development strategy and its supporting system. On the basis of the analysis of the industry development conditions and the external and internal environment in Huangshi High Technology Zone, the author of the thesis puts forward the medium to long term industry development strategy and direction, establishes and perfects the supporting system of the industry to guide the work in Huangshi High Technology Zone and eventually achieve the goal of upgrading the competitiveness of high technology industry.In this thesis, the author applies the basic methods and steps of strategy formation in strategic management. Firstly, the large quantities of data concerning Huangshi high technology industry are collected. Secondly, the SWOT matrix is used to analyze the external and internal environment in the development of high technology industry. Thirdly, the solutions are compared by applying external and internal factor evaluation matrix, competitive profile matrix, TOWS matrix and so on. Lastly, the guideline, strategy, direction and implementation steps of high technology industry development are proposed. What's more, by applying the theoretical knowledge of technology-economics, district economics, human resources management, the author advances the solution as to how to establish and perfect the supporting system of the high technology industry development in Huangshi High Technology Zone. The author presents the findings that Huangshi High Technology Zone must grasp the rare opportunity of the great shift of the manufacturing industry at home and abroad, bring into full play the comparative advantage of the economy in high technology zone and the centralizing effect of industries, attach priority to the construction of the new material industries with "sheet material production base" on its top and the integrity of mechanism and electric industries with the machine tool industry as its principal part, promote the development of electronic information industry and biology medication industry to its full wing and update the comprehensive economic strength and integrated qualities of the manufacturing industry in Huangshi High Technology Zone as well. Under the guidance of the development strategy of the industry, taking the real situation into consideration, the author puts forward a reasonable "five vertical and one horizontal" layout of the industry development and presents a "three-stage" strategic implementation solution. Lastly, the thesis analyzes the existing industry supporting system as well as its major problems in Huangshi High Technology Zone in details. Based on the new development strategy of the industries, the author puts forward relatively complete framework of the supporting system and a series of measures and methods as to how to establish and perfect administrative service system, human resources system, science and technology innovation system, recruiting merchants and attracting investment system, etc. This research can guide the development of the high technology industries in Huangshi High Technology Zone.
