Research On Development Of Hunan Rural Labor Services Economy

Economy of labor services refers to an industry economy whose goal is to obtain returns upon providing labor services. As a unique phenomenon of economic activity during the development course of rural economy, it is a product of open-ups and reforms. Since 1997, the prices of agricultural products have stayed continuously low so that the expanded total amount of agricultural products has been extremely difficult to create more job opportunities and income sources for the peasants. The peasants' income increases slowly and the city-countryside gap widens continuously. This has already brought about many contradictions and problems for the economic development and social progress of the countryside. Reaching a consensus upon these unfavorable factors, people wish to be able to find a way to reaccelerate the increase of peasants' income. With peasants' salary income as the main form, the strong development of rural labor services has become an important support for peasants' income increase amidst the sustained downtimes of rural agricultural economy. As a big agricultural province with notable contradictions between human and land, Hunan faces a pressing task of developing labor services economies and transferring rural labor to the outside.Drawing upon large detailed volumes of rural residential survey records over the years, the present paper combines with other socioeconomic data to explore the issue of development of Hunan's rural labor services economy. The author adopted more advanced analytic methods of econometrics, discussed the influencing factors of outward labor services from both macro- and micro- levels, constructed many econometrics models and expected to seek some conclusions with regular patterns. Based upon these, the author intended to uncover many limiting factors hindering the development of rural labor services economy. And the relevant policy suggestions and strategies on how to develop Hunan's rural labor services economy were also proposed. It is a realistic choice to boost Hunan peasants' income if we come up an overall plan based upon our own provincial circumstances of the city and countryside and starts from shifting rural labors to develop the labor services economies of the countryside.
