Public Security Bureau exercises and controls the most cases of economic crime. When they handle the type case, the misjudged case will be happened sometimes, and create the extremely bad effect. Why? The reason is that the initial investigation was very coarse, the condition of fact and law didn't conform to register for the statue claimed on the sametime. There is a blank spot in our country's legislation of initial investigation, but there is a little in the branch of The Highest Procuratorate's law. So initial investigation of handling a case of economic crime of Public Security Bureau hasn't been solved fundamentally on theoretical construction, perfect legislation, and manipulation. Initial investigation is absolutely necessary in practice.
