Human resource is "the first resource" of the management in an enterprise. It provides enterprises the core power on obtaining competitive advantage. How to improve the diathesis and performance of human resource in an enterprise? Effective personnel performance management is a pivotal factor during the process. At present, many medium & pint-sized enterprises have realized the importance of personnel performance management and they do much on this aspect. But the effect is not as obvious as they imaged and some even got the opposite to what they wishes. The personnel performance management in the medium & pint-sized enterprises is now become one of the tasks that managing field pays the most attention to.Taking these enterprises as the object of the research, using ways such as the logic analysis, the evidence analysis, the compare analysis, and so on. Combining the attached theories with the current situation in the medium & pint-sized enterprises, we set up the detailed strategies which are suitable for the personnel performance management in medium & pint-sized enterprises.This paper is divided into four parts. The first part, the introduction. We introduce the definition and learned background of medium & pint-sized enterprises in this part. The second part, the research and analysis on the current situation of the personnel performance management in medium & pint-sized enterprises. Taking the enterprise in Changzhou as a sample, combining the other investigation results in other areas in China, we analyze the characteristics and the existing problems of the personnel performance management in enterprises by means of the spot check and depth visiting. The third part, the establishing ways of the personnel performance management system in medium & pint-sized enterprises. By using the attached manage theories, according to the way of PDCA, we set up the system.The last part, the strategies' implement of the personnel performance management system in medium & pint-sized enterprises. We discusses the works they should enhance, the problems they should notice, and specific tactics.
