The method of Employee Performance Management appeared in the late 1980s, to a certain extent, it surpassed the traditional performance appraisal. But up to now, there is still no further research on the connotation, functions and contents of Employee Performance Management. Especially on the basis of traditional performance appraisal in the medium- and small-sized enterprises, it deserves deeper research on how to implement an Employee Performance Management System.At first, through the discussion on the employee performance model and comparison with traditional employee performance appraisal, this article focuses on the analyses on Employees Performance Management, and presents with system model of Employees Performance Management, and introduces the organization models, process models and technical complex for implementation of the system.Then combined with the characteristics of Medium and Small-sized Enterprises, the article puts forwards the process models for launching the Employees Performance Management System in the Medium and Small sized Enterprises, and it also makes a further research on the concerning contents or critical problems of performance plan, performance communication, performance appraisal and performance analysis and instructions.Regarding the processes of performance management, the article emphasizes on the discussion and research on techniques of Performance Appraisal and Performance analyses, and it also provides the solution how to choose performance appraisal techniques and make performance analysis with performance relation diagram.Finally based on the research and analysis on Chongqing SD Elevator Ltd. Co., a management innovation was launched to change the traditional employee performance appraisal. The article provides the specific means to implement the Employee Performance Management System, which basically verifies the points the article stands for.
