Performance Technology is a methodology and theory focused on analyzing, solving and evaluating human performance problems with systemic thinking. As a research field and a subject, Performance Technology is getting increasing attention. The practice field of Performance Technology develops quite fast, and has already gone deep into governments, schools, enterprises, and many industries in social service sections and its aim is to improve their performance. With the development of globalization and information-based and knowledge-based technology, it is quite necessary for the government to change the traditional concept and manner of reign, and to improve the ability and quality of the government management in line with the principals of high performance, intensivism, and simplification. With this background, governments of all countries accordingly advocate performance management and set performance improvement as its primary goal. In any organization,"human"is the key factor that determines organization's ability and intensiveness of social activities participation. Thus, the level of the exploration and management of human resources is critical for the improvement of the government. The thesis applies the theories of Performance Technology to the appraisal and improvement of performance about Human Resources Management in the government. Based on papers research and relevant experience at home and abroad, the thesis sums up a performance evaluation guide lines about Human Resources Management suitable for government in China. And it takes Human Resources Management of Foreign Affair Office of Shanghai Municipal Government as a research case, makes performance evaluation explorations and puts forward pertinently performance improvement interventions. The paper is kind of application research.
