The Research On Property Right Incentive Mechanism Of Small And Medium-sized Enterprises Of China

Small and medium-sized enterprises have played a more and more important role in the development of our national economy and are in an indispensable position.Based on drawing lessons from the successful experiences of technological innovation property right incentive of the overseas small and medium-sized enterprises, this paper analyzes the interior and exterior factors that influence the technological innovation property right incentive of the small and medium-sized enterprises of our country and establishes the technological innovation property right incentive model that is suitable for the small and medium-sized enterprises of our country. The model includes: the government constituting the relevant policies and regulations to acknowledge and to protect knowledge property right; setting up multi-level property right trading system (including: holding itinerant technology achievements trade fair, establishing property right exchanges and second board of the stock market in more cities) in order to create conditions for the circulation of knowledge property right; implementing admission of technology inside the enterprise (to solve the capital bottleneck problem of the technological innovation of small and medium-sized enterprises) and the holding managing system (to solve the incentive problem of the technological innovation of the high executive personnel and the technological development personnel of small and medium-sized enterprises).This paper makes an empirical analysis with the example of the technological innovation property right incentive mechanism of the small and medium-sized enterprises in Shenzhen city. The result is that Shenzhen city is in a leading position in aspects of protecting knowledge property right, stimulating the circulation of the technological achievements and financing for the technological innovation of small and medium-sized enterprises. However, the agency service system in Shenzhen still needs perfection. Through theoretical analysis and case study, the paper intends to supply experience and mode to the relevant policy making department and the small and medium-sized enterprises for reference.
