In 1980s, antidumping tool was often and mostly used by developed countries, such as the US, the EU, Canada, Australia and New Zealand. However, at the beginning of 1990s, we can see that developed countries gradually decrease their antidumping measures, while developing countries have taken antidumping action more frequently than before. A new trend has been formed in the international use of antidumping measures. Under this scenario, China and India are the two nations that have caught people's eyes. China has been accused, more than any other country, of dumping their exported goods; while India is one of the active new users of the antidumping legislation, launching 79 antidumping proceedings in 2002 according to the statistics of World Trade Organization (WTO). Besides, there is a surge between India's antidumping cases against China. This paper provides many economic data and elaborate cases on India's antidumping against China after India began to use antidumping measures in 1992, and pinpoint the reasons why India accused China of dumping, as well as the elements that led to China's suffering from Indian antidumping charges. It also provides some suggestions on what China could do in the future to handle Indian antidumping charges.India is an important trade partner to China in South Asia with large market potential. Recently, these two countries have the obvious tendency in increasing the bilateral trade and co-operation by more communications in the high level governments. Nowadays, both countries are aiming to double bilateral trade of about 10 billion US dollars by 2005. Therefore, the research on antidumping practice between India and China would have the practical meaning in eliminating the trade friction and misunderstanding, developing friendly trade relations, and increasing the bilateral trade.
