The Research Of Building Project Management System

Combining with the facts of native projects, this paper studies the history evolution of Chinese project management system and analyses some representative native projects such as Lu Buge Hydropower Station, Er Tan Hydropower Station, Xiao Langdi Irrigation System and Three Gorge Irrigation System. After referencing the other countries advantage project management modes and experiences, especially item administration and the PMC run model, and combined with the situation of our country, the different phases of project management system in near or far future are demonstrated in the light of the properties of investments to the projects.Three primary project management systems are put forward in the near future. First, competitive investment projects must be adopt obligation of item juridical person. The competitive projects such as electric power, real estate, town water supply, heat, communication and petroleum industry should be pushed obligation of item juridical person. Because these items themselves have the condition of obligation of item juridical person. Second, basic investment items such as agro-irrigation and traffic energy items should be different from the management of commonweal investment. Although these items have non rivalrousness, they also have some economy income. These items should be adopted obligation of item juridical person and at same time pushed item administration and PMC.Last one, the commonweal projects such as city basic establishment and drought-flood prevention should be adopted item administration or PMC. All building projects can be met with international in the future and all be pushed PMC.Finally, combining with the facts of national projects, some cognition of project management and PMC are put forward.
