The 13th Five-Year Plan period is the beginning stage of new breakthroughs in information and communication technology reform and the extension stage of full release of digital dividends.Accelerating the construction of informatization has become a necessary approach and an important measure for the innovation and development of Party and government organs at all levels.A implements the deployment requirements of the Central Committee on strengthening the informatization construction of administrative organs,and has made considerable progress in the informatization construction and application.It plans to build platforms including business,office,human resources,security and open service,and to build 11 application systems in 4 categories.As an important part,the eHR project aims to realize the basic functional management of the information of the whole cadre team and gradually realize the management construction of the smart team,which plays an important role in strengthening the construction and management of the cadre team.At present,there are many failed cases in the construction and research of eHR system projects in government organs,public institutions and even large state-owned enterprises.It is particularly important to guide the construction of the eHR system within the government through the theory of project management and to carry out effective management of the project.In the major knowledge systems of project management,project scope determines the boundary of the entire project,including the boundary of the physical content and the boundary of the actual work,which is the basis of all other management.For the eHR system construction of government agencies,the project scope is also the key to determine the success or failure of the project.This thesis mainly is based on the scope of the project management theory,through the method of literature review,expert interview method,discusses the scope of the project management theory,to validate the validity of the theory,the organ of A eHR system construction of the project scope management present situation and problems were analyzed,the key research contents of export,solving the project scope management plan,project scope definition,scope of the project change control important links such as process design,so as to realize the effective management of the scope of the project,the ultimate goal is to achieve the optimal period,how to complete the task economically.
