China and Nuclear Non-Proliferation Regime: participation and construction The emergence of nuclear weapons opened a new era for the history of human weapons,which also changed the developing process of international relations. A consensus has beenreached in the world sphere due to the destructive power of nuclear weapons, which is, a worldwith nuclear weapons is extremely dangerous and human beings must make joint efforts toeliminate nuclear weapons thoroughly. The building of Nuclear Non-Proliferation Regime is afruit of the consensus. It is responsible to say that as an effective security cooperation regimeglobally, Nuclear Non-Proliferation Regime has played a significant role in the prevention ofnuclear proliferation and promotion of nuclear disarmament and control. China was one of thecountries with nuclear weapons very early. The transformation of Chinese nuclear policy, theadvancement of Nuclear Non-Proliferation Regime and more profound historical reasons whichhides behind is a topic deserving deep research and has far-reaching meaning for us to understandthe change of international relations. In this era of fast development of economic and politicalglobalization, as a internationalizing unclear-powered state and a state playing important role inworld security, more and more wide attention has been paid to the role China will play in NuclearNon-Proliferation Regime, in what field and at what degree it will affect the regime and also thedevelopment of relations between China and the regime. This paper discussed the relations between China and Nuclear Non-Proliferation Regimefrom the angle of participation and construction. The paper consists three chapters. The first chapter reviews the history of development between China and NuclearNon-Proliferation Regime. First, the concept and structure of Nuclear Non-Proliferation Regimeare defined. The connotation of Nuclear Non-Proliferation Regime is that, in the sphere ofinternational relations, based on the joint aspiration of all nations to prevent nuclear proliferation,a set of principles, criteria, regulations and procedures of making decisions. It includes allinternational, national, multilateral and bilateral laws, treaties, conventions and internationalorganizations. The regime takes the maintenance of world peace and stability as ultimate goal,takes Nuclear Non-Proliferation Treaty as the foundation stone and also takes the prevention ofnuclear proliferation and thorough elimination of nuclear weapons as the fundamental purpose.The regime coordinates the interests of all states and propels international cooperation in the fieldof preventing nuclear proliferation to maintain world peace. The content of NuclearNon-Proliferation Regime includes seven aspects, which are, treaties on disarmament, treaties onrestricting spatial deployment and non-nuclear zones, treaties on developing nuclear weapons, UNresolutions and government declarations on the issue of security guarantee to non-nuclear states,other accords on international security, organizations in charge of nuclear disarmament and control,and institutes in charge of controlling international exportation and nuclear inspection. Second, therelations between China and Nuclear Non-Proliferation Regime are expounded in three stages.From the time China began to own nuclear weapons to late 1970s, China criticized nuclearnon-proliferation and claimed thorough elimination of nuclear weapons, adopted the attitude ofresistance to Nuclear Non-Proliferation Regime. From late 1970s to late 1980s, China manifestedits rejection to nuclear proliferation and began to involve in Nuclear Non-Proliferation Regimepartly. Since 1990s, the relations between China and Nuclear Non-Proliferation Regimeexperienced fundamental changes and has come to the stage of participation in an all-round way.
